A professional competence guarantor, also called a transport manager, is one of the conditions which have to be fulfilled by anyone planning to establish a transportation company with an operator´s licence to carry out freight road transport over 3.5 tons. A transport manager is thus a person able to carry out functions related to operation of a transportation company and who is also fully responsible for its activities on the grounds of their professional and technical knowledge and skills.
This service is especially suitable for companies planning to operate freight road transport over 3.5 tons, however due to certain reasons (whether personal or time) they do not have professional competence to carry out such activities, respectively they are waiting for the nearest term of transport manager tests. When providing the service of transport manager it is necessary to prepare documents and submit respective confirmations confirming the correctness and adequacy of a relationship between a transportation company and a professional competence guarantor.
When carrying out the transport manager function, the professional competence guarantor has to be “interconnected” with a company and respectively an applicant. It means that a transport manager has to conclude an employment agreement with an applicant, declaring an employment relationship between a guarantor and a company. This condition results in contributing in Social and Health Insurance Companies, based on the Labour Code.
It is necessary, on application for the issuance of a licence to operate freight road transport over 3.5 tons at respective District Office, besides an employment contract, registration form from the Social Insurance Company and a certificate of professional competence, to submit a letter of appointment in which the general manager of a company appoints a particular person to carry out the function of transport manager.
